The first batch of state-level foreign trade announced by the Ministry of Commerce

According to the latest statistics, China's clothing exports in September of this year amounted to $115 billion 240 million, an increase of 23% over the same period last year, 4.3 percentage points higher than the same period last year.

Despite the impact of the European debt crisis and the downturn in the US market, the export volume of the top export provinces, such as Jiangsu, Zhejiang and Guangdong, has increased by about 20% this year.

Insiders also pointed out that, in view of the slowdown in demand growth in the international market in the future, which is not conducive to China's textile and clothing exports, it is expected that the annual growth rate of China's textile industry will be basically the same as last year.

And in August this year, the Ministry of Commerce announced the first batch of state-level foreign trade pformation and upgrading of professional demonstration base list, a total of 59, Jiangyin, Jiangsu, Jiangyin clothing export base ranked among them.

Preparation of five elements

In March of this year, the Ministry of Commerce issued a document that decided to carry out the cultivation of foreign trade pformation and upgrading demonstration bases nationwide this year. It focuses on ten key links, namely, personnel training, market information, access standards, product innovation, quality improvement, brand cultivation, market development, publicity and promotion, relief measures and trade facilitation. The demonstration bases are divided into three categories: professional, enterprise and comprehensive.

"Jiangyin can become a professional export oriented demonstration base for foreign trade pformation and upgrading, benefiting from the 5 characteristics that have been hammered out during the growth of the base," Fan Rong said. These five characteristics are "complete industrial chain, remarkable agglomeration effect, strong strength of leading enterprises, excellent equipment and technical personnel and high brand awareness".

In Jiangyin, there are eight sub industries, namely, chemical fiber, cotton spinning, cotton weaving, knitting, printing and dyeing, wool textile, clothing, textile for products, etc., with the "downstream to promote the upstream and the upstream to drive downstream", the complete industrial chain built from raw materials, fabric production to clothing products and marketing network, so that Jiangyin textile and clothing has a high degree of regional visibility and strong processing and manufacturing capabilities.

Moreover, the textile industry is the largest industrial cluster in Jiangyin, and the textile industry is one of the pillar industries of the base. The base concentrates more than 80% of Jiangyin's textile and garment production enterprises and export performance enterprises.

Among the list of textile enterprises in Jiangyin, there are a number of star class top 500 enterprises and leading enterprises such as Huaxi Group, sunshine group, three lane group, Hai Lan group and so on. Among them, there are 6 listed textile enterprises.

For example, in the textile industry, the only sunshine group that has won the honor of "world famous brand" and "export garment exemption" has the reputation of "sunshine" in the Japanese woolen and high-end clothing market; Hai Lan group is the only national key high-tech enterprise in China's clothing industry that has passed the "double high" certification by the Ministry of science and technology and the Chinese Academy of Sciences, and has created many brands for different consumer groups, such as Lang Wei Gao, Hai Lan home and H rabbit.

Leading enterprises in these industries have also made Jiangyin's clothing export base a "lucky place" for Yin Yin and energy intensive equipment.

Reporters learned that Jiangyin's fine wool industry has world-class production equipment; the weaving industry has no shuttling rate of basically 100%; the apparel industry widely applies computer typesetting and discharging system, automatic cutting technology, three-dimensional hanging line operation, especially in the needle clothing industry, the application of computer aided design, automatic hanging pipeline.

The Jiangyin garment export base, which was awarded the "first batch of national foreign trade pformation and upgrading demonstration base", has been an important position of China's textile and garment industry. Jiangyin is the first batch of the ten largest Chinese textile industry base city. Jiangyin textile and garment industry cluster is listed as "China's 100 best industrial cluster" and is named "China's fine textile industry cluster".

Fan Rong said that the demonstration base of foreign trade pformation and upgrading compared with the previous "export innovation base" and the "export base" in 90s, further reflected the state's efforts to adjust the industrial structure and promote the pformation and upgrading of foreign trade.

The relationship between "gradual progress" and "gradual deepening" between the three represents a change from quantity to quality, from the emphasis on scale to the level of promotion, and from the cultivation of talents to market information, access standards, product innovation, quality improvement, brand cultivation, market development, publicity and promotion, relief response, trade facilitation and other key links.

For Jiangyin's garment export base, it has been recognized by many years' efforts and is also a great help to encourage Jiangyin to continue to accelerate its pformation and upgrading.

Three persistent efforts

As an important pillar industry in Jiangyin, in 2010, the textile industry in Jiangyin completed industrial output value of 112 billion 600 million yuan, an increase of 13.8%, and more than 588 Textile Enterprises above designated size.

Last year, textile and clothing exports increased by US $2 billion 524 million, an increase of 34.21%.

At present, the import and export value of Jiangyin has accounted for 3/10 of Wuxi, 4% of Jiangsu and 6 per cent of the whole country, and the growth rate of foreign trade continued to be higher than that of the whole country, Jiangsu and Wuxi.

Focusing on promoting the pformation and upgrading of foreign trade, Jiangyin has always maintained "three adherence" in its specific work.

That is to say, "always stick to the foundation of industrial pformation, promote the pformation of foreign trade through industrial pformation, and always insist on guiding the development of technology to revitalizing trade and brand, promoting trade to enhance the quality of foreign trade space, and persisting in utilizing two resources in two markets to increase vitality in both internal and external development".

Fan Rong said that the establishment of textile and garment bases not only affirmed the achievements of Jiangyin's previous textile industry, but also promoted the export of Jiangyin products to the two sides of the "smile curve" and played a greater role.

"We will further encourage R & D design and marketing, and accelerate the pace of" going out "to speed up pformation from processing and manufacturing to design, R & D, brand and marketing, and constantly enhance international competitiveness, so as to effectively promote the export of Jiangyin products to the two sides of the smile curve.

Fan Rong told reporters that the Jiangyin municipal government has issued a series of policy suggestions on promoting economic pformation and upgrading, including the compilation of the "12th Five-Year development plan" of the textile industry in Jiangyin. The relevant towns in the base also formulated the textile characteristic industry development plan, and promulgated a series of policies and measures, such as the "445 plan" to accelerate the development of new industries and promote the policy of economic pformation and upgrading.

In recent years, the support fund for promoting pformation and upgrading of Jiangyin's characteristic industries has exceeded two hundred million yuan.

A few days ago, Jiangyin also issued "opinions on further optimizing the development environment of foreign trade and improving the quality and efficiency of foreign trade growth". It clearly will continue to increase financial support, improve the safeguard mechanism for foreign trade development, support product design and trade promotion service platform, Jiangyin international e-commerce platform, export risk prevention and control platform, overseas marketing platform and foreign trade public service platform, and actively create trade facilitation environment.

"Such efforts will continue after the announcement of the export base of Jiangyin, and will not draw a" rest ". Jiangyin will continue to optimize its foreign trade structure and improve its trade level so as to achieve sustained and healthy development of foreign trade.
