Where the other party refused to import, the reason was that the leather shoes did not confirm the chemical composition of the raw materials according to the EU REACH regulations, and could not provide test reports to prove that the rubber shoes and leather contained no aromatic substances and six chromium compounds. At present, the leather shoes are still in detention in Nanjing, and Nanjing entry exit inspection and quarantine bureau is conducting relevant tests. From June 1st last year to November 30th, it is the pre registration period for the EU to open REACH regulations to enterprises. Those who need pre registration include mainly Minmetals and chemical production enterprises. According to the regulations, if the enterprise fails to complete the REACH pre registration between June 1, 2008 and December, it will not be able to export products to the EU from January 1, 2009 to December. The industry authorities predict that after the implementation of the REACH regulations, more than 90% of the trade between China and Europe will be affected. According to the introduction, in the future registration of REACH regulations, only administrative costs will need 20 thousand to 30 thousand euros (about 200 thousand to 300 thousand yuan), and the relevant cost of safety data detection is inestimable. Even the complex materials could complete pre registration in about 2 weeks. Pre registration is only the qualification to export products to the European Union. Enterprises without pre registration will not be able to export to the EU from 2009, and the pre registration enterprises will have a corresponding buffer registration period and continue to export to the European Union.
