In the standard management, the relevant departments of the State Council are responsible for proposing, organizing, drafting, soliciting opinions, technical examination, organizing, implementing and supervising the mandatory national standard items; the competent department of standardization under the State Council shall be responsible for the unified establishment and numbering of the mandatory national standards, and carry out external notification according to the rules of the World Trade Organization; and the mandatory national standards shall be issued, authorized or approved by the State Council for approval.

We should strengthen supervision and inspection and administrative enforcement according to the mandatory national standards.

In the standard system, we should further optimize the recommended national standard, industry standard and local standard system structure, promote the pition to public welfare standards within the scope of government responsibility, and gradually reduce the number and scale of existing recommended standards.

In terms of standard scope, the scope of formulation of recommended standards in all levels and fields should be reasonably defined. The recommended national standards should be formulated in accordance with the standards that are universal and mandatory national standards. Recommended industry standards should focus on formulating management standards for important products, engineering, technology, services and industries in the industry area; and recommended local standards can formulate special technical requirements to meet local natural conditions and ethnic customs and habits.

In terms of standard management, the competent department of standardization of the State Council, the relevant departments of the State Council and the competent departments of standardization of local governments are responsible for the overall management of the recommended national standards, industrial standards and local standards.

We should set up a self declaration and supervision system for product and service standards, and gradually abolish the government's record management of enterprise product standards, and implement the main responsibility of enterprise standardization.

Encourage standardized professional institutions to compare and evaluate the standards of enterprise publicity, and strengthen social supervision.

(six) improve the level of internationalization of standards.

We should encourage social organizations and industrial technology alliances, enterprises to actively participate in international standardization activities, and strive to undertake more technical standards and leadership positions of the international standards organization, and enhance their voice.

We should intensify international standards tracking, evaluation and pformation, strengthen the plation and publication of Chinese standard foreign languages, promote standard mutual recognition with major trading nations, promote the internationalization of standards in the dominant and characteristic areas, and create Chinese standard brands.

In line with overseas project contracting, export of major equipment and equipment and foreign aid construction, China's standards should be promoted, and China's "going global" strategy will drive China's products, technologies, equipment and services to "go out".

We should further relax the participation of foreign-funded enterprises in the formulation of China standards.
